During the Monday, May 13, meeting of the Township Council, Livingston Police Chief Gary Marshuetz announced the promotions of several officers to captain and lieutenant positions. The promotions come in the wake of several recent retirements, including the retirements of both of the department’s captains, John Drumm and Tom Smith. Russell Mueller and Joe D’Andrea were both promoted to captain, while Vince Daly, John Maggiulli, Nick Collins, and Derek Wyatt were promoted to lieutenant. Below are brief biographies of the promoted officers.
Russell Mueller
Captain Mueller graduated from Stockton University, with a bachelor’s degree in criminal justice. He graduated from the Morris County Police Academy, Class 52, in December of 1998. He was hired by Livingston as a police officer in July of 1999. Throughout his career, he has worked both in the patrol and traffic divisions, and has held the positions of patrol sergeant and patrol lieutenant before being promoted to captain.
Joseph D’Andrea
Captain D’Andrea was born and raised in Livingston and graduated from Livingston High School in 1994. He then went on to graduate from Syracuse University, with a bachelor’s degree in business. He was hired by the township as a police officer in July of 2005 and then graduated from the Morris County Police Academy. His father is a retired sergeant from the Livingston Police Department, and he is a third generation police officer. Throughout his career, he has held the positions of patrolman, detective, sergeant, detective lieutenant, and now captain.
Vince Daly
Lieutenant Daly was born and raised in Livingston and graduated from Livingston High School in 1994. He then went on to serve the United States as a Marine for four years. He is a graduate of Rutgers University, with a bachelor’s degree in psychology. He was hired by Livingston Township as a police officer in January of 2008, and then graduated from the Morris County Police Academy. Throughout his career, he has held the positions of patrolman, detective, sergeant, detective sergeant, and now detective lieutenant. He is a former member of the Livingston Police Department’s Emergency Services Unit as the team sniper.
John Maggiulli
Lieutenant Maggiulli graduated from Rutgers University, with a bachelor’s degree in the administration of justice. He graduated from the Morris County Police Academy, Class 53, in February of 1999. After working for the Morris County Sheriff’s Department, he was hired by Livingston Township as a police officer in August of 2000. Throughout his career, Lt. Maggiulli has held the positions of detective and patrol sergeant, while both working in the patrol division and the detective bureau.
Derek Wyatt
Lieutenant Wyatt graduated from Stockton University, with a bachelor’s degree in criminal justice. He graduated from the Morris County Police Academy, Class 53, in February of 1999. After working in Montgomery Township, he was hired by the Township of Livingston as a police officer in August of 2000. Throughout his career, Lt. Wyatt has held the positions of detective, and patrol sergeant, while working in patrol division, traffic division, and detective bureau. Lieutenant Wyatt currently serves as the commander of the police department’s Emergency Services Unit.
Nick Collins
Lieutenant Collins is a graduate of Seton Hall University, with a bachelor’s degree in criminal justice. He was hired by Livingston Township as a police officer in January of 2003 and then graduated from the Somerset County Police Academy. Prior to working in Livingston, he was an officer with the NYPD from 2001 to 2003. Throughout his career, he has held the positions of patrolman, detective, sergeant (administrative
