Born in Livingston, Rich lived in town for many years, where he was a Sergeant with the Livingston Police Department before retiring in 1989. He joined the military after high school and was in France as a member of the Military Police. Upon returning home, Rich joined the force in Livingston. Following his time working in Livingston, he moved to East Stroudsburg with his wife, Andrea until her passing in 2019.

He is survived by his children, Scott Fenske, Deborah and William Rodgers, Sean and Nicole Fenske, and Dawn and Robert Cloud; his grandchildren, Samantha Rodgers, Shanna and Matt Powell, Brandon and Alexa Rodgers, Sydney Fenske, Jordan Fenske, and Alexa Cloud; and great-grandsons, Jackson Powell and Wyatt Powell. Amemorial gathering will be held on Saturday, October 12 from 3 to 5 p.m. at Quinn-Hopping Funeral Home, 145 E. Mt. PleasantAvenue, Livingston, New Jersey, with a prayer service beginning at 3 p.m.
